Error packaging content with dvbsub: "DVB-sub region won't fit within display", sample included.

Issue and steps to reproduce the problem

Hello there,

I've come across an issue with shaka-packager that's kicking me in the ass, related to #903

Regardless of whatever -canvas_size I set in ffmpeg when transcoding dvbsub streams in mpegts udp, the packager fails with:

[0330/153817:ERROR:subtitle_composer.cc(133)] DVB-sub region won't fit within display
[0330/153817:ERROR:mp2t_media_parser.cc(117)] Parsing failed for pid = 263, type=4

Is there a workaround for this?

I've attached a sample that demonstrates this issue in packaging.

Notes:

This fails with both progressive and interlaced content, with the exact warnings in both cases.

@cooliobr any ffmpeg output with dvbsub. I've tried this with over 40 samples with the same error :-(
