Devices stuck in "pending" after upgrade from v0.18.0 to v0.24.0

I upgraded my server from v0.18.0 to v0.24.0 a few days ago. The migration to PostgreSQL went smoothly without any issues.

However, for the past two mornings, all my devices have been stuck in a "pending" state.

It looks like something happened around 2 AM UTC (4 AM in my timezone, UTC+2), which might be related to the issue.

At the time, not all agents were running the latest version. I have since updated them to see if it makes any difference.

I'm not sure what could be causing this, so any insights or suggestions would be greatly appreciated.
