This was confirmed in the discord as intended behavior. The webapp is not reachable by LAN devices, only 127.0.0.1:6968. While this is a good default to protect users on shared LANs from people stealing their seed phrases, an option to make it reachable from a LAN device is important. I'd like to run this as a headless server that can run 24/7, rather than on my desktop workstation that I turn off regularly, game on, etc.
