Move
bot-scriptstest and lint commands over to using the same runner as the test and lint commands used by bots which installbot-scriptsas a dependency. This also standardises calls toeslintandjestby using the cli interface for both and proxying cli arguments through. Tests have been added for new shared functionality, as well as the test and lint command runners.
