update kube-rbac-proxy to the release which supports multi-arch images #390

Same should be done for CABPT, CACPT, and problaby upstream CAPI

In the worst case, image can be patched manually after install.

Enable kube-rbac-proxy as CAPS, not sure why it was disabled.

New image also has some security fixes, and it's vetted by kubebuilder
v3.

This removes `kube-rbac-proxy` as it wasn't used and fully configured.
