Better UI around 'Import Now' sequence - shorter timeout?

Bug Description

I tried Preferences > Contacts > Import Now..., and it froze in the Importing... state.

After further investigation, it eventually times out and tells you that your phone needs to be online. This UX could be more clear.

Steps to Reproduce

1. Open Preferences
2. Put your phone in airplane mode
3. Under Contacts, click Import now

Actual Result:

(very long pause)

Expected Result:

The same behavior with a shorter pause.
