Default Number Of Line Items in SI Defaults is NOT editable... returns error #309

I have noticed that in the SI Defaults page, if you try to edit the "Default Number Of Line Items" value you get an error that reads: "jqv:custom rule not found - onlyNumber"
...of course I am trying to enter a number... strange
