fix all cli

• move config parsing out of init because it messes up other sub-commands when dmsgpty-cli is included as a sub-command
• revise all commands to move modification of the help menus and color initialization to their respective wrappers, to allow customization on import instead of having colors not working right on import (skywire/cmd/skywire-deployment)

i fixed the cli help menu so that when importing the subcommands from elsewhere the colors are right.
