This adds a standalone repository for WIMM.

see comments/discussion at #133

This can be commited but needs addressing Isengard portions

@fyfe see below for todo

TODO

  • Create branch and prepare for receiving repo files.
  • Initial commit repo work and support Helix.
  • Handle Isengard support (fyfe)
  • Create Isengard addon releases and push to correct directory on server (fyfe)

Push the merge button once todo list is complete.
