update @improbable-eng/grpc-web dependency

Currently we have @improbable-eng/grpc-web@"^0.13.0", while the latest version is 0.15.0 (published in Nov 2021).

Can we have ^0.13.0 updated, or is there anything blocking right now? Thanks!

Version ^0.13.0 means you can install any version that is greater than 0.13.0 and starts with 0.

Ah yes, this is not really a semantic versioning from improbable... yes, this needs to be updated to >=0.13.0
