- What I did
address several issues:

  1. lldp-syncd crashed during lldp docker start
  2. configure lldp when port exists instead of port up. some netdev driver does not implment operstate and the state is unknown.
  3. generate correct port description when minigraph has neighbor information.
  4. default hostname inside docker is sonic. Need to configure the hostname for lldp to match the real hostname.
  5. remove redundant configuration in lldp-syncd

be supported by the driver.
