* Weight the partitions of a partitioned index with integer weights
A placement rule may give each partition a positive integer weight,
`documents*=2:5,3:5,4:4`, so a shard on a smaller disk receives fewer rows.
Partition i owns its slice of fnv1a64(primary key) % sum, with the weights
reduced by their greatest common divisor; routing is integer-only. Equal
weights reduce to all ones, which is exactly the existing fnv1a64 % n, so
unweighted rules and every existing generation keep their routing.
Batch and streaming writes, UpsertDocuments and DeleteDocuments all route by
the weights. Fractions, zero and weights on single-shard rules are refused at
startup; weighted rules are logged with each partition's exact share, and
GetTopology reports each partition's weight.
