- Bump golang 1.18 -> 1.19 to match go-spacemesh
- Add self-hosted "real" ARM runner

Test using actions/setup-go with arm-runner-action
Use snap to install go on arm emu
Add snapd
Give up on snap, try manual install of golang
Set go version to 1.19.5 globally
make tar quiet too
