Pytest configuration updates:

• allow pytest to run multi skope envs if env flag not set
• add moto to test deps
• Added hst cal predict tests using moto for mock s3 testing
• updated DOI for pytestdata modifications
• remove test/data from source
• replace "cfg" with "skope" in conftest to match source code naming convention
• infer blueprint from name attribute if arch="calmodels" when loading pretrained NN
