Add Non-EU Turkey VAT rate 18%, in a similar way to Norway.

TR is in VatRules from upstream, added in driesvints#69 – this should be removed, together with Switzerland added in the same PR.

This was the original problem requested in driesvints#97 but I've misunderstood.

It was added to optional rates before but forgot to remove it from here. Fix #8
