Related to #3258 and #1803
The unique way to create SBD is by making posts and voting, and the median feed price must be different to null.
However, the blockchain freezes when witnesses try to set the feed price in testnets new chains (#3258). In conclusion, SBD supply is 0 and there is no way to create more.

I realized that on testnets it is skipped by skip_price_feed_limit_check. So this bug is for new chains in non testnet mode.
