Fixed scaling issues, weird "shimmering" artifacts

This is probably the last release of iodine-nw as the core has been abandoned since 2019. The weird scaling issue with the default window resolution has been fixed with a new one however don't expect it to be perfect, the shimmering is still present on displays with window scaling set to 125% and 225%

2019-build: Revert an older commit

Backout some timing  reclocking changes that were unreliable on some platforms.
