Bootstrap the basic project setup, structure and development workflow from version 0.3.0 of the “tmpl-go“ template repository.
Additionally specific assets like the repository hero image will be replaced and documentations like the README and GitHub issue/PR templates will be adjusted.

Fix copyright start year

In GH-1 [1] this repository was bootstrapped from the "tmpl-go" template
repository, but the copyright start year was not adjusted to the
project's actual year 2019.
