Add on-site request for additional translation/description

Suppose I want to add additional description for a symbol. So, when that description will be approved, search should give result on that description. Sometimes russian translation is not so obvious.

Also, it will be nice if you add "similar symbol" functionality. Like rotated, circled, bold, wide and so on. See libicu project.
