Related PR = #6002
In #6002, `test_init_arg` and `test_init_arch` fails on Windows. The
failure is caused by reading outdated offline cache format. However, we
have set offline cache to off and set the offline cache directory to a
new directory in the environment variables in `run_tests.py`, so this
should not happen. Then, I discovered that function
`patch_os_environ_helper` which intends to remove only a few specified
environment variables (`excludes`) accidentally removes all the
environment variables, and replaced them with `custom_environ`. This PR
fixes the bug and lets it work as expected.

Just as proposed in #5915, we specially handle `pow()` with an integer
exponent by demoting it with manual fast-pow implementation in the
`demote_operations` pass so that `pow()` can have the same behavior
across backends. In this case the return type is the type of base (lhs).

The compiler first compiles every offloaded task to a `LLVMCompiledTask`
which contains an LLVM module, the name of the offloaded task function
inside the module, and some extra information for linking. Then, The
compiler links the modules in the `LLVMCompiledTask`s, the runtime
modules and the struct modules used in the kernel together, and creates
a `LLVMCompiledKernel` that contain the linked LLVM module and the names
of the offloaded tasks.

Both `LLVMCompiledTask` and `LLVMCompiledKernel` need to store the
generated LLVM module and the names of the functions of the offloaded
tasks inside the module. `LLVMCompiledTask` also stores additional
information which will be used when linking like which SNodeTrees are
used and the sizes of TLS buffers used in parallel struct for.

representation of a matrix field in C++. Currently only

Support for different element types of matrix fields was introduced in
#2135 for quant. As discussed in
#4857 (comment),
the only case we need to support is different element types with **same
compute type**. This PR adds the validity check and removes test cases
which are actually not allowed.

Global variables can't be store-to-load forwarded after `lower-access`
pass, so we need to do `simplify` before it. It should speed up the
program in all circumstances.

Caching loop-invariant global vars to local vars sometimes speeds up the
program yet some time lets the program run slower so I let it controlled
by the compiler config.

FPS of Yu's program on RTX3080 on Vulkan:
Original: 19fps
Simplified before lower access: 30fps
Cached loop-invariant global vars to local vars: 41fps

**This PR does things as follows:**
1. Extract a base class `LoopInvariantDetector` from
`LoopInvariantCodeMotion`. This class maintains information to detect
whether a statement is loop-invariant.
2. Let LICM move `GlobalPtrStmt`, `ArgLoadStmt` and `ExternalPtrStmt`
out of the loop so that they become loop-invariant.
3. Add `CacheLoopInvariantGlobalVars` to move out loop-invariant global
variables that are loop-unique in the offloaded task.
4. Add pass `cache_loop_invariant_global_vars` after `demote_atomics`
before `demote_dense_struct_fors` (because loop-uniqueness can't be
correctly detected after `demote_dense_struct_fors`) and add a compiler
config flag to control it.
5. Add pass `full_simplify` before `lower_access` to enable
store-to-load forwarding for GlobalPtrs.
