Codebase Restructure to support PyPi Deployment

With the creation of the PyPi deployment through setuptools and twine, the folder structure needed to be moved up a level as a module within the repository.

Some additional changes:
Fixed window name where blender is not displayed as Blender on the title bar of the blender_widget

[bob-white]

Has an issue where the install script doesn't run when converted to a wheel.
But otherwise happily installs all required packages which is a huge step forward.
Opening a separate issue about the wheel thing.
