Add step-by-step guides to DEVELOPMENT.md #23

Expected Behavior

The DEVELOPMENT.md should cover these common actions:

  1. How to start from scratch, setup forks, etc. (e.g. see knative/serving DEVELOPMENT.md)
  2. How to update controllers in your cluster once deployed
  3. How to test changes to a controller
  4. How to test changes to a type

Any other common operations you think might be useful!

Actual Behavior

The DEVELOPMENT.md is pretty sparse.

Additional Info

The less you assume the better :D

I don't actually think there's anything to do here, our DEVELOPMENT.md is decent I think/hope. We can add things as they come up.
