feature相关背景与描述
bcs支持腾讯云tke的k8s集群，管理多种类型的k8s集群。

解决方案描述
在bcs-api上，调用tke的API，获取tke集群地址和证书信息并绑定tke的lb。通过bcs-api接管tke集群
