Problem description
When running the pkg upgrade command Termux get a 403 error from dl.bintray.com and the command fails with the following error message:

Ign:1 https://dl.bintray.com/termux/termux-packages-24 stable InRelease
Err:2 https://dl.bintray.com/termux/termux-packages-24 stable Release
  403  Forbidden
Reading package lists... Done
E: The repository 'https://dl.bintray.com/termux/termux-packages-24 stable Release' does no longer have a Release file.
N: Updating from such a repository can't be done securely, and is therefore disabled by default.
N: See apt-secure(8) manpage for repository creation and user configuration details.

Steps to reproduce
run the pkg upgrade command.

Expected behavior
Termux gets an updated list of packages and gives the option to upgrade.
