Disable Dropsonde telemetry

Behind firewall, I got the following error when starting the puppetserver service:

[p.s.a.dropsonde] Failed to submit module metrics via Dropsonde. Error: error: Unable to connect to https://forgeapi.puppet.com (for request /v3/modules?sort_by=latest_release): Failed to open TCP connection to forgeapi.puppet.com:443 (Network in unreacheable - connect(2) for "forgeapi.puppet.com" port 443)

There is no way to disable dropsonde with the current puppetserver/conf.d/puppetserver.conf file.
