Remove all widgets except the footer, primary, and secondary sidebar widgets. The rest can be optionally added via add_theme_support.

I assume you mean the widget areas? Yeah 13 is a bit much.

Using theme_support is a good way of keeping the functionality while decluttering the widget screen. The widgets-extensions.php is a bit convoluted so I will have to think in what way this easiest would be implemented.
