Fix VAT rounding inconsistencies between Tantalus and Conscribo

Conscribo needs rounded BTW per row entry in the invoice, but Tantalus rounds per btw category or per row. This can result in inconsistencies in rounding and result in a couple cents difference, especially when using services.
