Refactor template to be a Rails application generator

We should refactor template/suspenders.rb to be a a subclass of AppGenerator from Rails, so that the suspenders command can accept all options that the rails command accepts.

This is still not possible with the current implementation, correct? Also, it's this file, not template/suspenders.rb that needs to be subclassed?
