While using Skema, the Python tests exeution framework, the lo9g4c logging system is not initialised and nothing gets output to the console or the log file.

Add an environment variable that can be read by the IL Core during OMX_Init to initialise the log4c environment.

E.g. : TIZONIA_CORE_STARTS_LOG
