According to the manual, I have done the requested steps:

1. Create a new token with the publich_repo scope enabled, and store it in secrets.WINGET_TOKEN
2. Fork the winget-pck repo under the topgrade-rs organization, and ensure it is always up-to-date with upstream through the pull app.

And, the last step, is to merge this PR!
