This is a ROT decryptor that cannot only decrypt the classical ROT13 encryption but detect other ROTX encryptions based on common words in the english language. Note that if the text is too short, there may not be enough data available to detect the encryption rotation, in which case the app will assume ROT13 encryption, which may be false
