Implement Prometheus observability

Summary

This PR aims to implement Prometheus observability by exporting Prometheus metrics. These metrics can be scrapped by Prometheus later in order to inform staff about the bot's usage, metrics, and others. Currently the very basics are implemented but this will grow depending on what features are implemented next.
