Architect DB for how we will handle future years' applications #31
Description
We'll likely want to retain application data starting from 2019 onwards.
Do we just 1) switch out the database so the system only works for one year at a time, or 2) allow the database to store applications from multiple years?
Also, do we keep our same Cognito user pool so that people can just sign in with their existing Cognito accounts if they want?
Finally, what kinds of statistics / visualizations do we want to do on previous applications?
