It is SCP: SL EXILED plugin which can make players SCP-999.
Plugin adds spawn999 permission. Player can execute spawn999 command if he has that permission.
Open remote admin and write
spawn999 123
Instead of 123 place id of player which will become SCP-999.
It is player with "Tutorial" role with scale 0.6.
