Similar to secure_mode and the recently added rotation settings, it would be nice to not have to restart syslogd just to modify the interfaces it listens to.

Fix troglobit#83: add support for listen addr:port to .conf file

This complements the command line '-b addr:port' support with a 'listen'
directive in the .conf file.  The command line listen directives are in
this implementation treated as "static" and cannot be removed using the
.conf file.
