Pulls in Bootstrap Icons via npm but with the latest commit since alpha5 isn't out yet and will contain the SVG sprite.

Pulls in Bootstrap Icons via npm but with the latest commit since alpha5 isn't out yet and will contain the SVG sprite. Had to tweak the Sass imports to allow for text utilities and more, so adding that here, too, in a separate commit. Also adding some unrelated changes to the CSS just to bolster the starting page.
