Remove the experimental tag on the new hermetic POSIX toolchain.

Once the new hermetic POSIX toolchain has gained a stable API, we should remove the experimental tag and move it into the main module.
At this point we can mark the old implementation as deprecated and schedule to remove it in a later release.
Remember to replace any references to paths marked experimental in error messages and documentation.
