Add onboarding.

add a welcome screen
allow to step through an into to the most important screen elements (TBD)
update the cookie banner
add a link in the 'more information' section of the menu to reopen the welcome screen: 'restart onboarding'
take texts from language JSONs
add an onboarding step for all 7 UI elements
