The underlying issue for this report was Heimdall missing required DLLs to function on Windows. I've fixed this issue with #1913.

I'd appreciate, if you have time, if you could help us test to make sure the issue is fixed. You can download the Windows version of the fixed installer from https://nc.ubports.com/index.php/s/g7sB3xdRfPRsA53. This version should be able to install Ubuntu Touch on your Galaxy Note 4.
