Use lean conda for faster initial setup

The current <long-name>.conda-lock.yaml includes a bunch of stuff that are often times never used.
Supports a leaner version of a conda-lock file for light-weight users (./build-setup.sh --use-lean-conda).
This env assumes that the user isn't interested in firesim & firemarshal.
