Add service to get normal to 2-d camera point (Detect Deliver) #81

This service will call the camera - to - lidar service I'm writing in #21 and produce a normal to the plane found at the points returned. We will use this in detect deliver to align perpendicular to the target

Introduced in #86, tested 10/15/2016 with good success given imprecise TF
