Configure webhooks from code

It would be nice if you could configure webhooks from code, this could add the possibility of a couple of nice little additions

• You could do your webhooks (url, headers etc.) based on appsettings
• Eliminates the need of syncing databases between environments
• Prevents accidental edits/deletes from the UI (as code configured webhooks should be read only in the UI)
