Karma is currently down for maintenance, with no other information provided

Karma needs to be enabled for UUID usage. top_arma and bottom_karma for example, likely in more places.

I don't see anything here that hasn't been updated to use UUIDs

Yes, the UUID update has been done. What is wrong here currently is that webkarma and getkarma is simply returning the wrong results. If you compare the output of those with the correct topkarma and bottomkarma you will see. I assume that the wrong ones incorrectly account for inactive users.
