Added the Swift 4.2 package and Ubuntu v18.04

Added support for Swift 4.2 and Ubuntu 18.04, since Swift 4.2 is also available for 18.04. First time doing APT work, not sure if i've done it right.

@erikchs yeah apparently it's completely broken :/ .. We are currently working extremely hard on a release internally .. Once that's done, i will try to build it manually for now so we can get it up on APT :)

@4np we are working on it, the problem is the CI system that builds the APT is broken, and i am working on rebuilding the APT system manually. Hopefully it will get up soon :)
