Changes

Added wait for the Ethereum wallet to be available. When we create an Ethereum wallet we check if there are no pending transactions - usually, it means someone else is using the Ethereum wallet.
Voting the governance.proposal.VolumeDiscountProgram.requiredParticipation to 0.0001 for devnet1
