"!" で挙動が変わる → "!" の指定を覆す
コレも、あまり良くないですが、コマンドに ! が無くてもあるのといっしょになるよ、ということかと。

そうみたい。適当なヘルプ開いた状態で (:help :ls)
:ls u と :ls! u は全く同じ結果になりました。 指摘どおり :ls と :ls! は違う結果です。
なのでやはり、 u を指定した時は ! の有無は無視されるよ、という意味とするのが良いです。
