Link signatures from pool directory to repository directory

The option should be available for signatures to be kept alongside packages at all times (as is done in the Arch mirrors). With the current configuration, if the repository is shared publicly but the pool is kept inaccessible, signatures are only available as part of the database and not when installing individual packages, e.g. with pacman -U https://repo.example.org/os/x86_64/package-1.0.0-1.pkg.tar.xz.
