[FEAT] Publish sensed earthquakes to social networks

When a sensed earthquake occurs, VOSTPTia should send a notification to social networks.

The data source is going to be the IPMA Twitter account, since its API has a low refresh rate, and the EMSC API doesn't include the information if the earthquake was sensed or not.
