For being a puppet4 only module, the required minimum versions for puppet and puppetlabs-stdlib did not match the requirements set forth by Vox Pupuli. Those have been corrected. PE version requirements were removed as we are not actively testing the module agains Puppet Enterprise

Simply brought the puppet and stdlib version numbers in the metadata.json inline with the Vox Pupuli Puppet 4 standards.
Also made a correction to the
@seestrings tag in the init.pp that pointed to the wrong Github url
