This is a rebase of #264. puppetlabs/apache deprecated the
$wsgi_daemon_process_optionsparameter. This PR switches to the latest syntax puppetlabs/apache recommends. the puppetboard::apache::vhost::wsgi_daemon_process_options_extra got introduced in PR #292 which wasn't yet released, so we can safely remove it again.
